Add Horizontal Frame to Right

Hi,

I'm looking for a way to add a horizontal frame to the right of a bar.
I am hoping to do this with one bar to the left, and the horizontal frame to the right to create an empty space to write in (worksheets for teaching kids).
So far when I have tried this I can't have both a system break creating one bar and a horizontal spacer to the right.

Is this possible?
