wrong measure timing
I am in 4/4 but one of my measures is only allowing me to enter the equivalent of 2 quarter notes. And there is a little grey dash above the bar. How can I fix this?

That little grey dash tells you that this measure is shorter than the time signature claims it to be
Right-click into it, measure properties, actual duration

thank you for your quick response! I fixed it. Under measure properties it said something like 14/16. How the heck did that happen?

You write notes instead.
You don't delete silence, you replace it with sound instead.

The tutorials by Dr. Hess were created years ago, before Ctrl+Delete to remove time from a measure was implemented.
As mentioned, you don't normally delete rests, you just replace them with sound, that way your measures stay the proper length. Most of the time people try deleting rests, what they really meant was to take the music that comes after the rests and move it earlier, to replace the rests. To do that, use city and paste. Dr. Hess almost certainly covers that.
