I can confirm the issue with key signatures, but that isn't new in 3.6, happens in 3.5.2 and 3.3.4 too not sure how much longer, it doesn't do this with 2.3.2, where it changes all staves and at the start of the meassure.
I can't reproduce the issue with voltas.
So the key signature part is a duplicate of #288813: Change key signature does not propagate on the other staves if a note or rest is selected

Volta behaviour probably has changed in version 3.5
Prior that, volta was added to selected staff ("staff volta") - if you dragndrop, if you select range of measures, ...
After 3.5 volta is added to first staff ("system volta") by default, regardless if you dragndrop (or select range of measures) onto first, or second staff. Unless you hold CTRL
/select range of measures in second staff, click volta - "system volta" is created (to first staff)/
But if you select single note in second staff, and click volta, "staff volta" is created (as if You hold CTRL)

Drag and drop still works in 3.5 and 3.6. What did cvnaged is that instead of a double-clock now a single-click adds it to the selected measures..
Anyhow: I can (now?) reproduce the volta add on a single selected note on a non-top staff s to create a 'staff volta'. Happens 3.5.2 as well as in 3.6.
And that behavior - adding to a single note creating a "staff volta" - is reproducible going back to 3.0.
I guess it's kind of consistent that it works similarly for voltas as for key signatures. If we made it also work for tempo text and other system elements I'd almost consider calling it a feature. We do need a way to support adding system elements to staves other than the top, but no, this shouldn't be it.
