Annoying extra rest
Hello,
I have recently come into the problem of an extra eighth rest in my music. I have tried everything, from ctrl-delete to starting over and it wont go away and slide my music back to the left one eighth note/rest. Please help!

All of them. In piccolo, flute, clarinets, alto sax, sousaphone, and percussion, it is a rest the delays. In all other parts, It is tied eighth notes that need to be whole notes on beat 4

There's no superfluos rest, at best too short notes to cover the entire measure

Only you know what note at what duration you want in what measure on what instrument

Yes, But I have the notes at the durations that I want them, but there is an extra eighth rest at the beginning of measure four that pushes the rest of the score an eighth note later than it should be.

Then you'd need to replace that rest with a note of the correct duration

I'm sorry, I think I may have not exactly explained what I need from this well. I need to bring the entire score after measure 4 BACK and eight not, so that all of the tied eighth notes turn back into whole notes and the eighth rest is gone. Is there any way to do that?

On the other parts, It shows up in form of tied eighth note, which is a pian because it delays the rest of the piece.

The problem is in measure 4. I have tried ctrl delete, but that still leaves tied eighth notes at the end of the measure. I would rather just have 4 whole notes because it is easier to read like that and it looks cleaner

You should not delete the 1/8 rest on beat 1 of measure 4.
Instead you should try what Jojo suggested: select all the displaced notes from beat 1.5 of measure 4 , then cut/copy and paste into beat 1 (the 1/8 rest) of measure 4. As done here for the Piccolo part only:
You will still have to change all the tied 1/8 notes into 1/4 notes, but at least every note is now on the correct beat.
