Rhythm Notation Issue
So lets say I wrote a score and wanted to make a change to a measure. Now heres the hypothetical original measure:
This is what I would like to change it to:

But instead a series of errors will happen upon trying to make the eighth rest into a quarter note or deleting the rest like this:
Now I know this seems like something small but with bigger syncopations (especially tuplet changes as well as notes) its like i have to start the measure from scratch.
Any help would be appreciated.

Select that 8th rest, press 5 to turn it into a quarter rest, then press A-G to turn it into a note of that pitch

Or if the intent is to move the current following 1/8th over (preserving attached elements):
1. Range select the 1/8th
2. Cut
3. Select the preceding rest
4. Paste double duration (or paste first, then change duration in case of a different duration)
Yes, on paper you have to erase (delete) the 8th rest on beat four. as well as the 8th note after it. Then write (enter) inn a quarter note in their place. In addition to the above ideas, you can enter note input mode. Then select the quarter note from the tool bar and place it on the pitch you want on beat three,

Look at the OP's pictures. The third beat is what needs to get combined into a quarter note,
Why do you believe beat 4 has to be messed with? In both the original picture and the "what I would like to change it to" picture, beat 4 shows as eighth rest + eighth note. So, there is no need to change beat 4 it at all. Yes?
Beat 3 is what needs to be combined into a quarter note.
