I tried a detour - just copied the code from GitHUB and repalce what I have in Plugin Creator.
It helped in a way - the plugin is visible on the list, but the plugin console is inactive - just diplayed and stuck on C major. No way to change the tonality, root note or chord. And no applying even this stuck set to my melody.

I get something like this:
Component creation failure
line 8: Expected token `numeric literal'
line 8: Expected a qualified name id
Mind that I run Musescore 3.6.2 in Polish

How did you download it at first? The Plugin page hat a typo (missing the h of https://...), corrected now
It does bring up a dialog for me, out of the box. But apparently does nothing. And doesn't play nicely with the dark theme.
Might be better to open an issue on GitHub, that should notify the author
