1) Notate an arpege (more it's big, more it's noticeable)
2) the note after the arpege will be fastened if the arpege is not finished playing when he comes

See https://github.com/musescore/MuseScore/issues/14941 and let us know if you are talking about the same thing. If not, please attach your score and give precise steps to reproduce the problem.
I'm having the same problem. When I play an arpeggio, the duration of the next note gets shorter. (not like a late onset or something, It gets cut short like a staccato)
The duration of the note next to the arpeggiated chord becomes even more shorter as the spread delay value becomes smaller. (e.g. if the spread delay value of the arpeggiated chord is 1, then; lets say the length of the next note=x but if the spread delay of the arpeggiated chord is 0.1, then the length of the next note is less than x.)
Is it the same as https://github.com/musescore/MuseScore/issues/14941 ?

no
Seems more likely a duplicate of https://github.com/musescore/MuseScore/issues/16330, which in turn is possibly a duplicate of https://github.com/musescore/MuseScore/issues/11936.
If it's truly a different bug, then it should be reported separate on GitHub, with a clear description of how it differs.

I think it's the same bug as #16330 and #11936.
