I used SmartScore Pro. It recognized the score with (at least) 95% accuracy. I fixed the few duration errors. l had trouble with the tremolos, but I have a question in to SSP tech support. The measures with cross-staff errors needed some rests added, but they can be hidden.
There are a few notation problems, but keep in mind, SSP is not primarily a notation program. It's a scanning and recognition program, with moderate notation abilities.
All in all, I spent about 30 minutes on this. I doubt that any other method would have been as quick. I didn't take it into MuseScore. I'll leave that up to you!

No, I don’t think so. As I said, I used SmartScore Pro, which is pretty pricy, around $400. But there is a less expensive version, SmartScore Piano edition, which is only $80. Same recognition engine, but it will only recognize two staves. Perfect for piano scores.

I'm trying to determine what you mean by the score being a mess. Can you post a screen shot of the first page of music as it appears in Sibelius? And what version of Sibelius is this?

FWIW I ran this through Audiveris and only had to add the 12/8 meter and fix the tremolo in the first measure.
