To create a 4 line staff, right click the staff and choose Staff/part properties. Change the number of lines at the top left to 4.
If you really want/need to notate gregorian chant (and not just square blobs on four line staffs) I strongly advise you to use software designed to do this. Gregorian chant notion is substantially different from common western music notation and any workarround in MuseScore will create a poor rendering of chant. Have a look at Gregorio (http://gregorio-project.github.io) for excellent chant notation software.
