I don't understand the question in your title "How to get tuplet bar or line to extend and cover rests?" and how it relates to your .png "how do you extend frame over rests?". Are you asking how to get that bar with the tuplets to exceed past the rest??? Everything looks fine in that score to me according to the durations of the notes. Are you possibly asking how to do a tuplet over a barline? If so, I doubt that is possible without some serious hacks. You could always open inspector and change horizontal offset of barline and make the rest invisible.

Hi, thanks for your quick response. I want the beam ( my correction - bar is confusing and incorrect didn't know correct term . So that in that one beat the beam covers the pitches and the rest .

OK, and after reading my response and the section of the Handbook I pointed you to, you see how to do that now?
Perhaps ypu are actually referring to the beam? If so, then see the Handbook under Beams for information on the Beam Properties palette. You will need to set the beam property of the rest.
