There are sound fonts that have "Gestopf" samples but they are not in the standard GM sounds. If you find one, it is possible to do some trickery to make it work.
I'm not very familiar with the technique "Gestopf". I'm sure, it isn't be possible with general midi. As workaround I could imagine to add it as a new instrument, which is played muted and changed the transposition (maybe it's possible in a customized instruments.xml and then available via mid-staff instrument change)

I would use the trumpet definition and change the transposition for the horn then use the mute channel in the mixer for "Gestopf" so staff text will make it usable and the normal horn sound in place of the normal trumpet sound.
