Exchange voices of notes only changes some of the notes

I just opened a music xml file exported from Finale.
I selected the first bar of a staff and pressed ctrl+shift+end to select the whole staff. I pressed the voice-2 button. This moved only some of the notes to voice 2, while some remained in voice 1. Selecting the notes that remained in voice-1 and pressing the voice-2 button again had no effect.

It's not the good way for such purpose. You must use instead: menu "Edit" -> Voices -> Exchange Voice1.2

According to that it should be possible do this the way I described.
If this is, as you claimed, by design I must then question the design. It does not, at least in my mind, make sens to only move some of the selected notes to the desired voice.

Have you read the "Note" in the manual, same chapter ? And so, if the following conditions are not met (which is the case), you have to use exchange voices, which works just fine.

I quote:
Note: For a successful move, the following conditions need to be met:
The chord(s) in the destination voice must be the same duration as the note(s) to be moved there.
Or there is enough rest duration in the destination voice to accommodate the new notes.
Notes should not be tied.

You need to use the right tool for the job. Exchanging voices does exactly what you wanted. You will always have rests in voice 1, so pressing the voice 2 button or or exchange voices give the same result except the tied notes won't move using the voice button as you now know.
