It would be a fantastic feature I think to be able to create/link cues from another instrument, somehow like this:
- select a range of empty bars
- right cilck -> create cue -> select source staff/instrument
This linked cue section would be un-editable, but dynamically linked to the source, and would update automatically.

After creation, if any of the cue's notes are selected, local menu for the whole cue would be accessible, or in the inspector:
- change source part/instrument
- remove cue
- options (like display source name, display size, etc.)
And, note entry would be disabled for the cue section

The only thing missing from you idea is the automatic creation of measure rests either above or below the cues that is normal in cue notes.
It's a common request there are probably open issues to deal with various parts of it, but this is a nice summary of what would be good to have some day.
