Shoichi has the idea.
This is how it would look: I made the notes, tied them and then changed the noteheads.
The stem on the 1/4 note is made invisible.

There is a stemless option in the inspector.

Yes. I had looked there earlier but somehow when I did, the inspector open with a blank. I may have not selected properly.
