Status active needs info

What version of MuseScore exactly?
What Operating System?
Is it loading a score on startup?
Does it work after a factory reset?
Does if work when using the -s or -w commandline switches?

I suspect the crash is due to the start center trying to access the web. You can try running it from the command line with -w and add it to your shortcut once you see it works. For some reason too many people cannot run version 3 with the web active. Double clicking the score bi-passes the start center. You can also change what's displayed at startup in edit->Preferences.

As for navigation, there were never scroll bars in MuseScore. You should read the manual, or at least familiarize yourself with it. https://musescore.org/en/handbook. There is a section dedicated to navigation as well as note input. You no doubt have a lot to learn to enjoy the program, but it's worth the effort. The manual is still being updated to version 3 which came out about 2 months ago, so feel free to use the forum (https://musescore.org/en/forum) for further questions.
