It would be better if MuseScore automatically filled a page with staves/systems by adjusting the spacing between them. I proposed this in the past, but I can't find the suggestion in the issue tracker.
I don't understand what is meant by "every staff". One space at the first measure of the piece for each instrument? What would that accomplish? Maybe you are thinking one spacer per staff at the beginning of every system, but then these would come and go every time the layout changed, I can't see how that would end up being useful either as space added on one layout might not make sense for the next.
In general, spacers are convenient things to have, but if you're taking about using them more than sporadically, it suggests that whatever it is you are doing should probably be done a different way (eg, using style settings). An example score and description of your proposed use case would help us understand better,
I meant having the spacer appear automatically in the first bar (as it does now when added). I hadn't considered that it might be anchored there but rather that it would change to the same position if the layout was changed.
As for my use, my response was not personal but based on a post by someone else asking how to change the spacing individually.
