Are you perhaps dragging the fingering from the palette to the note (and on windows 10)? If so, try double clicking the palette item after selecting the note instead.
Microsoft has made the design decision for their "forbidden" cursor to not have a clear hot spot in the image; so it is hard to aim the cursor at small targets and (in our case) see it change to the drop-allowed cursor.

Also consider using typing as a method to add fingering, which is by far the fastest method. (See https://musescore.org/en/handbook/3/fingering#easy-fingering )

Works fine for me too. I suppose something specific about your score could be preventing it. Please attach the score and tell precisely which note you are trying to add a fingering to, which fingering you are trying to add, and how you are trying to add it. Recommend method: click notehead, double-click fingering in palette, then double-click the fingering you just added in the score and start typing additional fingerings, Space to move to the next note.
