No. Seems to work as I expect in 4.4 but not cut time. I'd call that a bug. There might be some subtle differences in expected results between the two, but not this.
I'm wandering what's expected here? This look a normal syncopation and exactly according the "rules" of Gould (page 170).
I agree the bass line of the thirst looks strange (and for me confusing) but the other examples look perfectly fine to me.
The RH syncopations are not the problem, it's the half note on the "and of 2" (using 4/4 beat naming here for convenience). Same for the quarter note following the dotted quarter. You wouldn't do that in 4/4 time, I see no reason we should in cut time. In fact, I'm not sure there should be any differences between 4/4 and 2/2 as far as regroup rhythms is concerned.
THere is no difference EXCEPT 4/4 is felt in 4 and cut time is felt in 2. Both should have the same result.
An additional occurence that I disagree with is, in cut time, if one selects "fill with slashes", the slashes are 1/2 notes. They should be quarter notes.
I know this has come up before, and I'm inclined to agree personally although I suspect others will prefer it as is. I supposed eventually there should be a dialog to allow you to control this. Same for 6/8 - two dotted quarter slashes versus six eighth note slashes.

The work around I use is to change the time sig to 4/4, regroup and then change back to cut time.
