Make layer/versions feature no longer experimental

A fairly awesome feature basically supported in 2.0, but carefully hidden, allows multiple versions of a score to be saved in a single score as different "layers." See https://musescore.org/en/node/38076. Let's get this working and exposed in 3.0.

There is not much awesomeness in the current feature UX. Also it's not about versions of a score in the meaning of "revision". It needs serious work in order to be 1/ usable 2/ discoverable 3/ hidden enough so basic users who don't care about this (very) advanced feature are not bothered by it.

As far as I understand, the annotations project is not entirely linked to the layer feature.

One of the most outstanding work is to find a suitable name for this feature. Layer is bad (see Finale's layer). Versions is equally bad according to me (to me this is more related to versioning, so keeping revision of a score). Maybe we need to simplify the feature and not allow the grouping of tags and then keep tags to name the feature.

Part of the issue is that I'm not sure how to actually use the feature in 2.0.3, even when running with "-e" to enable the feature. The documentation, presumably from an early pre-2.0 nightly, shows a right-click option to make selected elements only present in one layer, but that doesn't seem to be present.
