Issue tracker lets you select Markdown for your input format, but the forum only uses filtered HTML

1. Markdown is nicer to type than HTML, especially for lists (obviously an opinion, but it is a popular one)
2. It's an inconsistency between the two post creation systems (which otherwise are pretty similar)

If this fix does get implemented, it would also be useful to have a setting in your contributor profile to default the input format to Markdown or to filtered HTML
