Bar line and rests inserted incorrectly

I apologize if this is as a result of my ignorance. I searched but didn't find an answer.

I was entering two voices for handbells. Everything was great - I entered Voice 1 (the 8th notes), then I put in the words - but when I started entering Voice 2 (the whole notes) the bar line between measure 35 and 36 moved so that the first beat of measure 36 (the first 8th note and the half notes) were put at the end of measure 35. (You can see in the attachment that measure 36 doesn't have enough beats - the high C 8th note at the end of 35 is supposed to be the first beat of 36, and the half notes are also supposed to be on the first beat. The word "Sing" in measure 36 is supposed to be on the 2nd beat.) I played around with it and found that if I deleted the word "Sing," in measure 35, then it fixed itself. I can put the word "Sing" back, but only if it's on the first beat of 35. Please see attachment.

I would like to put the word "Sing" on the first upbeat of measure 35 without the first beat of measure 36 Voice 2 moving to the end of measure 35.
