[MusicXML] Harmonies are not exported into MusicXML when multiple staves are present

1. Open the attached file.
2. Save as MusicXML

Currently: the exported MusicXML file does not contain 'harmony' tags.
Expected: the harmoines are exported.

note that if you remove the bass staff, the harmoines are exported.

MuseScore 1.1, r4611 on Ubuntu and Windows 7.
