Not all stems flip direction after selecting bar

1. Open attached score.
2. Select All.
3. Flip direction.

Expected result: All the stems flip direction.
Actual result: Only some stems flip direction.

Discussion: In 1.1, the crotchet stem direction doesn't flip (it does in the trunk). If you drag-select the bar, objects (stems and ties) that didn't flip now do.
