Newly-added linked staff has a treble clef in the first system

1. Create guitar score.
2. 'Instruments'.
3. Click on staff.
4. 'Add Linked Staff'.
5. 'OK'.

Expected result: All systems have a treble clef 8vb at the beginning of the staff.
Actual result: The first system has a treble clef at the beginning of the staff.
