Shortcuts not working on Mac OS X 10.12 Sierra

Most of the shortcuts do not work on Mac OS X Sierra. Most notably
all functions assigned to letters do nothing, but numbers work as well
as part of the commands given through special characters. For instance
N does not work, } works, { does not etc.

If you know a workaround, I'd be grateful.
