Insert Palette tricks you into editing existing palette

Weird title, I know. But:

1) Right click one of the palettes - say, Fingering
2) Insert New Palette

Expected result: palette is inserted, dialog pops up allowing you to enter properties for the new palette
Actual result: palette is inserted, dialog pops up allowing you to enter properties for the palette you right clicked (Fingering), *not* the newly insert palette

Meaning if you are not paying attention, you end up with an new empty palette called "new Palette" and then your Fingering palette is renamed to what you thought were calling the new Palette
