Generic lines placed from palette overlap top staff line

Windows 7, GIT commit: d6d0b1a

1) create score
2) drag "Text line" or "Line" from Lines palette to any note or rest score

Result: line appears right on top of top staff line (0sp offset), making them all but invisible

This would be bad enough in itself. But even if you move it up (keyboard, drag, or Inspector), if you then right click it and go to Line Properties, then hit OK, it moves back and overlaps the staff again (offset reset to 0sp).
