Select and hit Del. However, voice 1 rests can not get deleted.
As mentioned, you don't delete rests. Presumably what you are actually trying to do is move some number of subsequent notes or rests earlier. So simply do that directly: select the range you want to move, cut, click the destination, paste. No need to first delete the existing rest or other contents of the destination.
