Pedal line will not anchor to certain notes

Windows 7, GIT commit: 2b832e8

1) open attached file (or recreate from scratch based on images below)
2) double click pedal line; it should like this:

3) Press Shift+Right.

Result: pedal extends right past the next note and instead anchors to the following note:

The eighth note in the top staff is important here. With nothing in the top staff, or with a half note there, it works fine. You might guess the problem has something to do with the rests, but not, the problem persists if you *fill* the measure with eighths in the top staff.
