Confirmed. Furthermore, it seems impossible to add such a fermata later - it actually adds only to the barline at the end of the underlying "real" measure. Meaning if you try adding another fermata after enabling mmrests, you actually end up with a second fermata on the original measure's barline.
Now that something has been posted to this issue, and having started to use version 3 (I am now using 3.0.1), I must report that I cannot even put a fermata over a barline in version 3, like we could in version 2.
?? Which version, specifically? Works fine for me in 3.0.5 and current master. It's a little fiddly to do it with drag&rop since barlines are so thin, but it's possible with patience, and double-click as always works very well.
The ability to add a fermata over a barline was re-instated at 3.0.3, BTW, so if you have an older build than that, please update.
