When you ask a musician to play without repeats she/he will skip the first volta of a repitition and jump directly into the second volta.
However when you switch off 'play repeats' MuseScore will play the first volta followed by the second volta. This is musical nonsense. MuseScore should skip the first volta in this case.
See example.

I agree that I initially expected the same results as you. I have come to understand what it does. It plays straight through as though there are note repeats, or jumps (D.C., D.S. to Coda...) so you can hear every measure you wrote without having every repeat and jump being taken. So, turning off repeats make a song with a coda also go straight from the last measure of the main score to the coda without taking the D.C. or D.S. I would prefer this to be a feature request that allows the user to start in the measure on the nth time through. The result would be that if the measure is inside a repeat and after a segno selecting the third time through would jump over volta 1's and use the to Coda when encountered.

Indeed, it really depends on your reasoning for turning repeats off and indeed for using playback in the first place. The main intended purpose is to check your work - so you can get a rough idea of what you wrote will sound like when played for real. For that use case, the current behavior is exactly what you want - wouldn't be very useful if some of what you wrote couldn't be checked except by turning on repeats (which wastes your time because you don't need to hear certain passages passages played twice).

That said, sure, it could be nice as an additional feature to add an option/mode to not take repeats and to skip all but the last volta. Not sure exactly what the use case for this would be in what cases this would be something to want to do - but I can certainly imagine that every once in a while it could be useful for certain situations. So I turning this into a feature request to add such a capability.

The use for this would be to make it easier to play from a certain point in the score and take the coda. Listening to measures in context helps to decided if what is in the coda is what I want. Currently you need a workaround to be able to hear the coda in context without listening to most of the song. It is also useful for someone playing along for practice to have a bit more flexibility in where the musician starts.
