Right click->measure properties... and change the actual measure duration (https://musescore.org/en/handbook/measure-operations#properties).
(and don't forget to exclude it from measure count (in the measure properties window)).
Keep in mind that the measure is chopped off at the end (not the beginning) when you shorten it.
