Could we have Languages instead of Extensions as default?

I think this request is motivated by the fact that translations are updated more frequently than extensions, so you want to save an extra click for the majority of users. It's a noble aim, but I think the real solution is simply to make translations be updated automatically. There should be a checkbox to opt-in for automatic updates on a per-language basis, with the system language enabled by default.

There is on-site extension and it got updated once, maybe twice since it first came out. There are some 64 languages and updated on a daily basis.
I don't think automatic under the covers updates are the way to go, at most automatic checks and notifications.

If the updates are daily then checks and notification would get very annoying (unless you could control the frequency of the checks, of course).

What is wrong with automatic updates? The translation files are pretty small (around 500 kB per language) and could be made even smaller if delta updates were used.

The user should of course have the ability to disable automatic updates globally or revert to just checks and notifications.
