These strings don't come from MuseScore or Qt, but from the musescore.com website, which isn't translated (nor translatable). As far as the MuseScore program is concerned, this is by design. The next major version won't have the start center's webview anyhow it seems.
You can translate the Start Center via https://www.transifex.com/musescore/musescore
Join the translator community and next select the MuseScore Connect resource, under the resources section.

My Start Center translation has been at 100% for months now - those 2 strings are missing from the file on Transifex.
