Inability in TAB staff to drag a note/fret on differents strings

1) Load this file: frets drag.mscz
2) Try to drag the different frets - marked 5 - on the string /strings lower

(this is an intuitive and useful alternative to the usual Ctrl + Up/Down)

Result: failure, nothing happens.

Apparently not (and so, I don't understand what it was intented for)

This commit fixed note dragging for normal notes, but not tabs from what I can see. Tab dragging was left as a TODO. I'll have a look and see if I can sort it out.

edit: I don't think I can do it, but it looks like wschweer was working on it already anyway.
