Windows seems to me, check if another application has exclusive control of the sound card and the system mixer.
@niallmcdee: there also seems to be a problem with your keyboard. Either you have the CAPS LOCK key on, or the Shift key broke and is always on. Please have it fixed, the internet might think you're shouting.
