Irregular spacing of notes when 3 voices are present on one staff

See the attached file. The first four notes in voice 4, measure 2, are irregularly spaced.

I don't know what Gould says, but this seems rather normal to me since the top two notes are a second apart with opposite stems. The offset is what I expect to see. BTW, the same thing happens on the upbeat for beat 2. The other notes have no reason to move from their normal locations so the spacing is irregular to give the musician a clue what is happening. Local relayout doesn't affected this because the current staff is what causes the notes to move.
