Is there a break I can put in the score that will transfer to the parts?
I'm writing out a bunch of Band Cheers. (Let's Go Band, Fight Song, Beat [team name], etc..) They're 15s items. I am finding I want nothing more than to quit my job and go pump gas for a living when I think about going to every part, moving every first/second ending to avoid collisions with notes, and adding 20 line breaks to each part to be sure each new cheer starts on a new line.
Is there a faster way that I'm not finding?

Do you write them all in one score? Because if so, you can try writing each cheer in a separate file and then using the album feature

Or (directly) use section breaks, those do propagate between score and parts, and also do system breaks as a side effect
Generally speaking voltas should not be colliding with notes unless they are many ledger lines above the staff - not sure why you are seeing problems there? Perhaps you have customized your settings to place your voltas lower? You can go to Style / General / Voltas and customize their defaults for the score and for the parts, so that at least you wouldn't need to adjust individually. Ordinary line breaks breaks would not normally be synchronized between so there is no facility to do that. However, I suspect you don't really want ordinary line breaks - you would be better of with section breaks, which are the right thing to use when starting a new piece within one larger score for other reasons as well (resetting measure numbering, etc). So just use those; they will do the right thing automatically, as mentioned above.
