If you run MuseScore with the -F flag, something will change?

(and a factory reset would also "resolve" this, by disabling MDL)

С версией MuseScore 3.0 alpha Release проблем нет !
Almost certainly that is because you don't have MDL installed on 3.0. See above, MDL does indeed use a lot of resources at startup.
