I suggest that on the "Read Instructions link" that currently goes to https://musescore.org/en/handbook/developers-handbook/getting-started/h… be redirected to a location that explains the new reporting process or that the destination be updated to include the current reporting process. A link to the blog page would be sufficient.

The “read the instructions” text on Create Issue page is a link to

https://musescore.org/en/handbook/developers-handbook/getting-started/h…

which provides a link to the howto, https://musescore.org/en/node/309537

Even though it may save a click (is your problem with the extra click?) to go directly to the last link, the advantage to the current indirect approach, is that it is always easier to change the link on the intermediate (developer handbook) page, than edit the raw HTML in the “Create Issue” page, if the locaction had to ever change.
