Repros steps
- Create a new score
- Press "Toggle 'Image Capture'"
- Right click and "Save as (Print Mode)...)
- Save in default directory ~\Documents\MuseScore3Development\Pictures
- Menu > Save
Expected: The Save dialog opens in the directory, in that the latest mscz got saved
Actual: The Save dialog opens in the Pictures directory

This is exactly what it is supposed to do, your expectation is flawed
When I save the Image Capture, MS does automatically change the directory to Pictures.
If it is changed automatically to Pictures for images, then I expect it it also be changed automagically back to the music directory for scores.
Ah, I understand now, step 5 is about saving the score, not another image.
The same behavior is in 2.3.2
