Adding notes to hidden staff does not cause it to become visible

New score, concert orchestra template.
I put the style to 'hide empty staves within systems'.
I unchecked 'don't hide empty staves in first system'
Flute 1 was not hidden. I suspect that might be an issue as well, but it didn't bother me.
I used shift+down arrow to move my cursor to the bottom invisi-staff. I then added a few As.
Expected: Flute 1 disappears, Contrabasses is displayed with the notes I added.
Actual result: Nothing changes visually. I could hear that the notes were added to the contrabasso staff, but I couldn't see them, even if it had ceased to be an empty staff.
I unchecked 'hide empty staves', and I could see the whole score, with contrabasso notes as expected. Turned on 'hide empty staves', it went back to a single empty flute staff.
The flute staff should not be visible, it's empty. The contrabass staff should be visible, it has notes in it. this did not happen.
SortofEdit: I experimented some more. If you add notes to hidden staves on the second measure or beyond, they do not unhide, the issue is the same. If you add notes to the first measure, it works as expected.

The problem is that the notes are not in the first measure of the system. This is a duplicate of #278057: "Hide empty staves" hides non-empty staves when first measure is empty.
