This is probably related to the shortcuts completely missing from the beta. There was a discussion of this somewhere.

The problem is being worked on, and in fact doesn't happen in the nightly when I replaced my existing nightly with a post beta nightly. I never installed the beta.

No, shortcuts work just fine in the beta. Only the ability to customize them is currently not working, because the feature was accidentally marked "experimental" and thus hidden behind the "-e" flag when the "beta" build was compiled (meaning, start from command line with "-e" and you can customize them again). Obviously, this will be fixed.

Perhaps shortcuts are supposed to work, but not being able to enter triplet by keyboard seems a major problem for me

No, the shortcuts are there and work, you just can't see and change them.
I'm using the beta and it just worked for me. Open new score, type 5, Ctrl+3 = triplet eight rests.
Not sure what the difference is. I can also shift+N for a tenuto, or any of the rest of it.

Nope, can still make triplets in German. Unless there's some weirder international problem I don't know about?

I choose English as system and MuseScore language.
But my keyboard is BE-FR though.

The non-English speakers probably ran into the problem after going through the setup when they installed the Beta. I don't think you could simply change languages to see the problem. frfranca, for example, used a french belgian keyboard in set up.

My keyboard is AZERTY (and chosen as such) and my language was set to en_us
Shortcut for triplet Ctrl+3 works only when using the 3 from the numeric part of the keyboard.
Not familiar with your specific keyboard layout, but this could be one of those places where shortcuts were customized for it. Eg, on keyboard where you need to press Shift to access number keys, maybe some of the shortcuts that currently involve numbers were changed to not need Shift? Not sure. But anyhow, works fine on my keyboard. Feel free to try selecting a different keyboard layout in the startup wizard.
