Triplet doesn't work in 3 beta

No, shortcuts work just fine in the beta. Only the ability to customize them is currently not working, because the feature was accidentally marked "experimental" and thus hidden behind the "-e" flag when the "beta" build was compiled (meaning, start from command line with "-e" and you can customize them again). Obviously, this will be fixed.

I'm using the beta and it just worked for me. Open new score, type 5, Ctrl+3 = triplet eight rests.

Not sure what the difference is. I can also shift+N for a tenuto, or any of the rest of it.

Not familiar with your specific keyboard layout, but this could be one of those places where shortcuts were customized for it. Eg, on keyboard where you need to press Shift to access number keys, maybe some of the shortcuts that currently involve numbers were changed to not need Shift? Not sure. But anyhow, works fine on my keyboard. Feel free to try selecting a different keyboard layout in the startup wizard.
