I cannot write any music for anything other than the traditional five-line staff. Note input will not work for single or triple-line staves, and neither will rhythm input. I'm trying to write a drumline cadence and I can't do anything for snare, bass, or cymbal parts because their staves are single or triple line.

You need to add a non-pitched percussion instrument so you can add these notes. You cannot add them to a pitched instrument's staff no matter how many lines it has.
If this doesn't help, attach you score so someone can look at it.
Also see the Handbook under "Drum notation". Works as expected for me in 3.0 as well as 2.3.2, so indeed, either something is not set up right in your score or you aren't following the proper steps. So if you continue to have trouble, please attach your score and describe more precisely, step by step, what you are doing, what you expect to see happen, and what happens instead.
