I inserted a section break, and the measure number after it was 1. Didn't want. Clicked right on section break, "Section break properties". Turned off "meas # start at 1". No effect. Turning off "use long instrument names", though, worked.

For me the behavior is kind of random, it either resets measure numbers or not but with no connection to the actual setting.

Confirmed, this setting doesn't work (3.1 beta)

1) SATB template (with setting measure number, interval "1")
2) Add a section break in measure 16 (last of first system)
3) Right-click -> Section Break Properties -> Untick "Start new section with measure number one"

Expected result: measure 17 appears at starting of second system
Current result: measure number reverts to 1, 2 etc.
