The ursine image is gratuitously displaced, as well, which I cannot bear.

Do you believe this to be a new issue? Can you explain how it differs from the existing one?
I don't have sufficient knowledge to say if it's a failed fix or not. The release announcement talked about fixes to tempo handling. (Anyway, it's a great test case). I don't know if you have other test cases that now succeed. So, up to you to merge or delete or leave. My report is that in spite of this claim, it still fails at least this case.
There were other fixes to tempo - the interaction of tempo text and voltas. No one ever said the fermta issue was fixed, and indeed, it's still open - see #279296: Stretched-fermata timing mishandled in 3.0 Beta. So I'm closing this as a duplicate,
