This is currently by design - the idea being that now you have both options (previously there was no way to hear full score while viewing part). It is possible the default may change so have solo already enabled when you first visit the part. See #109941: Regression—playback in single part instead plays full score

Eeh, definitively change the default to only the actual notes from the part playing.
This is needed for command-line batch conversations to MIDI or Waveform.
