Why essential to translate from top to bottom?

it says:
It's important to translate the handbook in the exact order of appearance in the index page: top ones first and translate your way to the bottom.
What is the reason for that? What will happen if I don't follow that instruction?

Seriously I don't see any reason
The only reasons I found was that links at the bottom will be translated and that if you systematically go through the manual 1 link at a time top to bottom, you won't miss a page.
