In 2.x, the attached score was laid out with strictly regular spacing between staff and tablature, and between systems. This has been broken in 3.0-dev and the spacing has become irregular, varying within and between systems.
The problem seems to be that autoplacement does not respect the "Grand staff distance" and "Staff distance" set in Format > Style > Page. Instead these settings are being overridden because the staves are being pushed apart by certain score objects.
The obvious solution is simply to ensure that autoplacement does not override the settings in the Page menu.

Once again and as already explained in #276457: Grand staff distance variable rather than constant; Style > Page setting has no effect: the staff distance adjusting to the needs is by design. These distances are now minimum distances, not fixed ones anymore.
Find the elements causing the additional distance and disable autoplace might "fix" this.
Also there is a fixed spacer in 3.0 that can force staves to stick together closer
