How to set a note equal to an irregular combination of other notes?
I am inputting a chart of music into musescore where two eighth notes are actually a quarter note and an eigth note. Is there a way to have musescore do this?

see: https://musescore.org/en/handbook/3/tuplets, sounds like a triplet of a quarter duration.
Or maybe you just mean you want to enter eighth notes but hear it played back with swing? If so, just add a Swing marking from the Text palette.

Didn't think so far, but sounds plausible ;-).
If the latter is the case, see also this how to: https://musescore.org/en/node/266325
sounds like you need to set the duration to a dotted quarter note (pressing 5. will set the duration) with a duplet (2 8th notes) press ctrl+2 imediately after the 5. to turn it into a duplet.
